The project covers all 26 provinces, but not at the same pace: ten of them, identified in the Country Partnership Framework, are treated first. That order is published — which is what allows each territory to know where it stands.

Public consultations are not briefing sessions: what is said there is recorded and must be taken into account before works begin. Forums, workshops and webinars follow the same rule — you come to contribute, not to attend.

A project of this kind cannot be run from a single institution: the regulator, sector ministries, the digital agency and the identification body each carry part of the result.









A bidder, an auditor and a beneficiary ministry have neither the same access rights nor the same needs. The business platform gives each profile its own space and tools, on a shared and compartmentalised data foundation.
