Kinshasa, October 8, 2026 — The Steering Committee of the Digital Transformation Project (COPIL/PTN) held its first session in Kinshasa under the chairmanship of H.E. José Mpanda Kabangu, Minister of Posts and Telecommunications and Chairman of COPIL/PTN.
The proceedings provided an opportunity to review the progress of the Project’s various components, validate the 2026 Annual Work Program and Budget (PTBA), and establish guidelines aimed at accelerating the pace of implementation.
This session brought together several members of the Government as well as the institutions directly involved in steering and executing the Project. Representatives from the Office of the President of the Republic and the Prime Minister’s Office also attended, alongside the Chairman of the Postal and Telecommunications Regulatory Authority of the Congo (ARPTC) and the Coordinator of the Digital Development Agency (ADN).
The meeting aligns with the Government’s commitment to speed up the execution of projects supported by external partners and enhance their impact on the population. In this regard, the COPIL/PTN serves as the coordination, orientation, and decision-making framework to support the implementation of the Project beyond the purely technical level.
"The Government is committed to making digital transformation tangible for citizens and businesses. To achieve this, strengthened interministerial coordination is absolutely essential."

During the session, the Committee members reviewed activities already underway across the various Project components, those still in preparation, and the main constraints encountered in their implementation. Discussions also helped identify issues requiring decisions or guidance at the Steering Committee level.
The validation of the 2026 Annual Work Program and Budget (PTBA) stands as one of the key decisions of this session. This document defines the activity planning framework and will enable the Digital Transformation Project Management Unit (UGPTN) and the various relevant institutions to continue implementation within a better-structured and coordinated framework.
According to Noël Litanga, Coordinator of the UGPTN, this first session allowed the Committee to go beyond reviewing the activity schedule and address the concrete conditions for executing the Project.
"The Steering Committee first validated the 2026 PTBA. That was an important first milestone. It then reviewed the Project’s various activities. Within each component, discussions focused on their progress, challenges encountered, risks, and how the Steering Committee can provide support to deliver more results in shorter timeframes."

The members of COPIL/PTN also set the priorities to guide continued implementation through 2027. These guidelines notably cover clarifying responsibilities among the different institutions involved, mobilizing necessary resources, and monitoring execution timelines.
This approach is intended to strengthen alignment between government decision-makers and operational execution led by the Digital Transformation Project Management Unit. For activities requiring multi-agency collaboration, the COPIL serves to facilitate decision-making and resolve constraints that extend beyond the technical scope of the UGPTN.
At the conclusion of the session, the UGPTN Coordinator highlighted the shared consensus among all stakeholders around a unified standard.
"The positive key takeaway is the good state of mind. Everyone is result-oriented. Everyone truly wants the digitalization of our country to become an effective reality," stated Noël Litanga.
The session concluded with the adoption of an operational summary of decisions to guide the work of the UGPTN, the Technical Committee, and the sectoral departments involved. The goal is to enhance coordination among the various stakeholders and ensure closer monitoring of agreed-upon actions.
