Each notice states the procurement method used, the indicative schedule, the documents required and the deadline. The World Bank Procurement Regulations (2025) apply: evaluation criteria are announced in advance, do not change mid-process, and the outcome is published. A company must be able to gauge the effort of responding before committing to it.

The full file is obtained on DigiProcure, after registration. That registration enters you in the register of withdrawals, and it is that register which triggers the sending of addenda. A company obtaining the file outside the platform does not receive them.
Company identity verification (KYC), done once and valid for every subsequent notice.
Documents, schedule and addenda. An addendum may change the deadline or the requirements: it is part of the file, not a side note.
Timestamped electronic submission. A document missing at the deadline makes the bid inadmissible, whatever its technical quality.
Evaluation against the announced criteria, donor no-objection, then publication of the result — including the awardee's name.
