Each notice states the procurement method used, the indicative schedule, the documents required and the deadline. The World Bank Procurement Regulations (2025) apply: evaluation criteria are announced in advance, do not change mid-process, and the outcome is published. A company must be able to gauge the effort of responding before committing to it.
The full file is obtained from the procurement unit, which records your expression of interest: that record is what triggers notification of addenda. Submission is timestamped — and that timestamp is what counts if admissibility is disputed.

Documents, schedule and addenda. An addendum may change the deadline or the requirements: it is part of the file, not a side note.
Timestamped electronic submission. A document missing at the deadline makes the bid inadmissible, whatever its technical quality.
