Delivering with rigour, measuring and accounting

Project governance operates at three levels: the Steering Committee (COPIL) for strategic orientation, the Project Technical Committee (CTP) for technical preparation and follow-up, and the UGPTN for execution.

Component 4 finances how this operates: preparing sessions, the annual work plan and budget (AWPB), articulation with beneficiary ministries and the relationship with donors.

All project procurement follows the World Bank Procurement Regulations: open competition, published methods, traceable evaluation, donor no-objection and publication of results.

Notices are published on the project website and tracked in STEP, the World Bank's procurement tracking system. Bidding companies have a dedicated bidder space.

The fiduciary cluster safeguards the project's financial flows: designated account, disbursement execution, accounting, interim financial reports and preparation of external audits.

This function conditions co-financiers' confidence and the continuity of disbursements throughout the project, up to the deadline of 30 April 2030.

Monitoring and evaluation measures the project's real progress against the results framework: development objective indicators (PDO) and intermediate indicators, tracked across the 26 provinces.

Data is collected and consolidated using management information and geo-referenced monitoring tools, allowing progress to be reported territory by territory rather than as a national average.

The infrastructure works financed by the project — fibre laying, site construction, civil works — are subject to the World Bank's Environmental and Social Standards (ESS).

Before works begin, environmental and social instruments are prepared, publicly consulted and disclosed. Affected communities are consulted, and a specific mechanism prevents and handles risks of gender-based violence, sexual exploitation and abuse.

The Grievance Redress Mechanism (GRM) receives, classifies, investigates and closes every project-related grievance, with a public objective: handling within 30 days.

Four filing channels are open — online form, SMS and free toll-free number, email, and physical focal points in the provinces — in six languages. A confidential, strictly separate channel handles gender-based violence, sexual exploitation and abuse cases, with referral to services within 24 hours.

A public project of this scale must be understandable to the people it concerns. Component 4 finances the project's institutional communication, document publication and citizen engagement arrangements.
