Two kinds of material sit side by side here. First, the instruments the Project is required to disclose (project implementation manual, procurement plans, environmental and social safeguards frameworks), under Environmental and Social Standard 10 and the World Bank's access-to-information policy. Second, the notes, studies and reports on which trade-offs rest, published so they can be debated. Versioning is explicit: a superseded version remains identifiable. Not published are documents containing personal data, commercially sensitive information ahead of award, or material covered by a confidentiality obligation.
